Various suggestions have been made over the years about the purpose of this piece and similar ones. It is most probably a stand to hold a tray, possibly of metal.
If so, the three lions served as the guardians of the food or drink on top of the tray.
A distinctive detail is the three little human figures, placed like Greek caryatids under the rim of the stand.
